1. 鸿蒙软件系统包含100多个仓库，需要集中对这些仓库进行代码注解工作
2. 鸿蒙系统主干代码变化比较剧烈，需要寻求一个稳定版本进行代码注解工作，减少代码合并工作带来的额外负担。
